Import an iPhone to Australia - get in trouble

Just came across the following post in Australian technology forum Whirlpool:
A friend who got back from a trip to LA reported being stopped at Sydney Airport and being given heat about having a brand new iPhone with its box. His entire luggage was combed through thereafter.
It was confiscated pending an investigation?? I only spoke to him for a short while but it seems bizarre that an iPhone should have been confiscated?
Hmmmm, interesting story, I’m curious on what bases the iPhone was confiscated.
